The resolusión was read by the Secretary General OAS, José Miguel Insulza, which confirms the rejection of the incursion of military forces and police of Colombia in the territory of Ecuador, in the province of Sucumbíos, March 1, 2008, carried out without the knowledge or consent of Ecuador's government, arguing that it was a clear violation of Articles 19 and 21 of the Charter of the OAS .
Chancellor Ecuador, Maria Isabel Salvador Crespo said the resolution was a triumph because it reaffirms the principles of the OAS charter which established respect for the sovereignty and the inviolability of territory by another country. He explained that the resolution also provides Colombia's commitment not to repeat the military incursion.

Colombia and the U.S. struggled unsuccessfully for the inclusion in the statement of the principle of self-defense and condemning terrorism.For his part, Nicolas Maduro, Venezuelan Foreign Minister reiterated that Venezuela feels a deep''and''full solidarity with the people of Ecuador. Venezuela is''in Ecuador, with its historical reason, against the violation of their right of sovereignty, of their territorial rights and international law, because the territory of a country is inviolable.'' He added that Venezuela will continue''to work for peace in Colombia through the Humanitarian Agreement.'' He also called on the media to cease the manipulation of information and invited them to distance themselves from "the scheduled agenda of intrigue and division.''
In short, these are the articles of the resolution:
1. Welcomes the declaration of the presidents of the Rio Group taken over the Colombian raid in Santo Domingo on March 7.
2. Reiterates full respect for the principles enshrined in international law of respect for sovereignty.
3. Reaffirms the full validity of the principle of territorial sovereignty as the OAS charter.
4. Reject the incursion by Colombian forces in Ecuadorean territory.
5. Add the full apology from Colombia for the facts and his commitment not to repeat them.
6. Reiterates the commitment of all member states to combat security threats from irregular forces.
7. Insulza instruct to use his good offices in the implementation a mechanism for monitoring and implementation of this resolution.
8. Take note of the report by Insulza on how the events occurred. 9. Instruct Insulza to present at the meeting of foreign ministers in Medellin, Colombia, a report on the progress of implementation of this resolution.
